  • Initial strategies are often unbalanced, incomplete, or flawed.
  • Executive summaries and proposal sections appear dis-jointed when win themes 'fall out' of the process.
  • Authors write with an incomplete understanding of the overall response.  This leads to inconsistencies, confusing win themes, and frustrating re-writes.
